2017年11月29日，在北京人民大會(huì)堂召開(kāi)的“全球卓越大會(huì)暨第17屆全國(guó)追求卓越大會(huì)”上，全球六大質(zhì)量組織匯聚一堂，共同發(fā)出《全球卓越大會(huì)北京宣言》。六大質(zhì)量組織發(fā)出呼吁：為應(yīng)對(duì)和滿足人民不斷增長(zhǎng)的美好生活需要，各類(lèi)組織要加強(qiáng)全面質(zhì)量管理，提高質(zhì)量標(biāo)準(zhǔn)，大力推進(jìn)卓越績(jī)效模式，重視質(zhì)量和效益提升，以促進(jìn)各國(guó)和地區(qū)經(jīng)濟(jì)發(fā)展。
這六大質(zhì)量組織包括：
中國(guó)質(zhì)量協(xié)會(huì)（CAQ）、
歐洲質(zhì)量管理基金會(huì)（EFQM）、
歐洲質(zhì)量組織（EOQ）、
亞洲質(zhì)量網(wǎng)組織（ANQ）、
美國(guó)質(zhì)量學(xué)會(huì)（ASQ）和
日本科學(xué)科技連盟（JUSE）。
《宣言》倡議各類(lèi)組織應(yīng)重視卓越績(jī)效模式的應(yīng)用，努力從“合規(guī)”走向“卓越”，打造自身質(zhì)量管理體系升級(jí)版，提高質(zhì)量與效益，實(shí)現(xiàn)組織的持續(xù)發(fā)展和成功。
《宣言》呼吁政府部門(mén)制定國(guó)家卓越戰(zhàn)略和標(biāo)準(zhǔn)，大力推動(dòng)有關(guān)各方應(yīng)用卓越績(jī)效模式，規(guī)范各級(jí)質(zhì)量獎(jiǎng)評(píng)審，鼓勵(lì)企業(yè)以卓越績(jī)效模式為抓手，重視創(chuàng)造與創(chuàng)新，支持人才的開(kāi)發(fā)，不斷提升地區(qū)和國(guó)家質(zhì)量水平。
《宣言》期望全球有關(guān)質(zhì)量組織今后加強(qiáng)彼此間在卓越績(jī)效模式方面的合作，并利用“全球卓越大會(huì)”這一平臺(tái)，開(kāi)展卓越績(jī)效模式有關(guān)的交流與分享，共同促進(jìn)各國(guó)經(jīng)濟(jì)發(fā)展。

當(dāng)今社會(huì)已邁向追求卓越的質(zhì)量新時(shí)代。為了預(yù)測(cè)并滿足人民日益增長(zhǎng)的美好生活需要，追求卓越的組織應(yīng)致力于不斷提高產(chǎn)品和服務(wù)質(zhì)量，以滿足并超越其所有利益相關(guān)方日益增長(zhǎng)的需求。提升經(jīng)營(yíng)質(zhì)量、追求卓越，已成為各類(lèi)組織的必然選擇。
為此，我們共同提出如下全球卓越大會(huì)北京宣言：
1.各類(lèi)組織要加強(qiáng)全面質(zhì)量管理，注重質(zhì)量提升，重視卓越績(jī)效模式的應(yīng)用，努力從“合規(guī)”走向“卓越”，打造自身質(zhì)量管理體系升級(jí)版，提高質(zhì)量與效益，提高組織競(jìng)爭(zhēng)力和發(fā)展質(zhì)量，實(shí)現(xiàn)組織的持續(xù)發(fā)展和成功。
2.呼吁政府等有關(guān)部門(mén)基于卓越績(jī)效模式制定國(guó)家卓越戰(zhàn)略和標(biāo)準(zhǔn)，推進(jìn)有關(guān)各方應(yīng)用卓越績(jī)效模式，推動(dòng)政府和質(zhì)量組織規(guī)范質(zhì)量獎(jiǎng)評(píng)審，鼓勵(lì)企業(yè)以卓越績(jī)效模式為抓手，重視創(chuàng)造與創(chuàng)新，支持人才的開(kāi)發(fā)，不斷提升地區(qū)和國(guó)家質(zhì)量水平。
3.期望有關(guān)質(zhì)量組織及卓越績(jī)效模式推進(jìn)組織，今后加強(qiáng)彼此間在卓越績(jī)效模式方面的合作與交流，如標(biāo)準(zhǔn)借鑒、人才培養(yǎng)互認(rèn)、評(píng)審協(xié)作、獲獎(jiǎng)組織交流等。歡迎更多質(zhì)量及卓越推進(jìn)組織利用“全球卓越大會(huì)”這一平臺(tái)，開(kāi)展基于卓越績(jī)效模式的理念、方法和最佳實(shí)踐的交流與分享，共同促進(jìn)各國(guó)經(jīng)濟(jì)發(fā)展。

of the Global
Excellence Conference
The World today is witnessing the era of
quality moving towards Excellence. In order to anticipate the increasing needs
of people towards a better life, organizations striving for excellence should
continue to improve the quality of their products and services to fulfill and
surpass the increasing needs of all their stakeholders. It’s inevitable for all
kinds of organizations to improve the quality of their performance and to
pursue excellence in all aspects.
Thus we jointly propose this Beijing Declaration:
1. All kind of organizations should
reinforce TQM, emphasize quality improvement, apply Excellence Models,
strengthening the cultivation of people’s competence, strive to transform from
Compliance towards Excellence, upgrade their quality management system, enhance
quality and operational results, increase organizational competitiveness,
improve development quality and finally, achieve sustainable development and
success of the organization.
2. We call on government authorities to
develop an Excellence Strategy and Criteria for their Country, based on an
Excellence Model, put forward the applications of such a model in all relevant
sectors, facilitate the evaluation and assessment of relevant governmental and
quality organizations and provide recognition through awards to make such
practices conform to Country regulations, encourage enterprises to value
creativity and innovation , support development of talents via using an
Excellence Model, continuously improving the Excellence levels in regions and
the whole country.
3. We expect relevant quality
organizations/excellence promotion organizations could strengthen their
cooperation and exchange on Excellence Models, including the Excellence
criteria, benchmarking & sharing experience, cultivation and mutual
recognition of people’s competence, assessment collaboration, and communication
among award winners. We welcome more quality /excellence promotion
organizations to act in this Global Excellence Conference platform, to exchange
and share their ideas, approaches and best practices based on an Excellence
Model, and thus jointly boost the economic development of all countries.
